I had a look for you on pairs of 4. For Spanish 21, you never split 4’s regardless of dealers up card.
Also I’m a fan of watching Dream 21 over regular blackjack. It’s also better when you play the side bets , as there’s no 10’s and with the same payout as regular blackjack , the odds are better.

It does say on a basic strategy card that you can Google on Amazon that a pair of 4s is a HIT all of the time. Didn’t say anything about double or split 🙁 but to be honest that’s one I don’t agree with necessarily if there is a dealer 6 showing. If I’m playing alone I’m most likely going to do one or the other 😂
