1. Yes it is and you’re an guy that 5 would’ve made a 20 and 21 on the previous 2 hands the only intelligent one at the table pulled for 20

2. The three people that stayed at 16 and below are lucky that that last guy drew a card or else they would have all lost

3. That's NOT basic strategy. The last 4 hands should have all hit.
