government didn't shut it down mainly because they weren't getting their cut. don't get me wrong, they would never allow anyone to profit without them stealing a portion of it. if that was the issue they would just legalize and tax it. but the main reason was to protect their monopolies. casino moguls pay state officiails lots of money for special privileges and protections from competition.
