Thanks to live tells there might be low stakes live poker players who you could confidently call down here knowing they are always bluffing, and will continue bluffing, but will never call a raise.

Think that could be a misread. On a K turn that should be such a high equity for the IP three bettor, could go 1/3 for entire range to push equity against your range, which like u said 77-TT could all be in tough spots. Any J won't raise and you don't have that many Kx here, so in fact he does realize river equity like u said and show down some medium hands, but for GTO reasons
KJs is a high frequency 4bet. Why are you “never doing anything else” but calling?
“never doing anything else here” this is a pretty big leak, if you’re not 4b bluffing KJs/KTs/K9s half the time, your 4b range is going to be too strong
Why the small turn raise instead of all in, out of curiosity

I think he's trying to buy a cheap showdown. Bet small on turn, hoping you check the river. He will check back the river 90% of the time.
